As the Operation Committee of the first European Games, BEGOC is responsible for providing all the expertise and workforce needed to complete the planning, testing and delivery of the Games to a high standard.

As the Operation Committee of the first European Games, BEGOC is responsible for providing all the expertise and workforce needed to complete the planning, testing and delivery of the Games to a high standard. Our business structure is streamlined and specifically positioned to deliver an outstanding sport event within a very short planning and testing period.

Baku Games legacy

Baku is fast becoming a regional and European centre for business, tourism and sport. The first European Games will help Baku accelerate its achievements by providing a valuable legacy of infrastructure upgrades, world-class venues, enhancements of public services such as healthcare and education and the local capability to stage major events.

As expected, sport is perhaps the biggest legacy of the Games for Azerbaijan’s future. One of the aims of Baku 2015 is to encourage sports potential at a grass roots level and bring sport directly into the everyday lives of Azerbaijanis. The Games will leave 11 permanent new and renovated venues that will be ready to host future international sporting and entertainment events. These new facilities will leave a meaningful inheritance for the young people and athletes of Azerbaijan.

The Government of Azerbaijan and the City of Baku have already invested in significant transport projects that will be ready in time for the Games and will have major tourism, trade and economic benefits. This includes upgrades to the metro and bus public transport systems, new highways and the development of Azerbaijan’s international rail network to connect Baku with Turkey, Georgia and China. In addition, a new international airport terminal will add 12 aircraft gates to provide a total capacity of five million passengers per year across all terminals at the Heydar Aliyev International Aiport. Enhanced flight schedules will be in operation by June 2015, enabling Baku to continue to expand its aviation capacity and status as an important hub city.

In preparation for the Games, significant network infrastructure improvements will see full broadband network coverage across all of Baku, a lasting benefit for a technology-savvy and young city population.

Games legacy for Baku also includes a number of community and environmental benefits. The White City development to the east of the city is an ambitious regeneration project covering 621 hectares of previous industrial land. The extension of the seafront Boulevard has provided a six-kilometre landscaped pedestrian area for cultural, sporting and entertainment activities. A city greening project is also underway with a commitment to plant more than 5,000 trees before the Games.

BEGOC explained

Below are brief descriptions of planning and operational areas within our organisation to enable you to find out more about the responsibility of different teams and see where your skills might best fit in.

Athletes Services & Operations (ATS)

Manages and defines the National Olympic Committee (NOC), athletes and team official client group service levels across all operational functions. Covers medical operations in all Games venues, the anti-doping program and coordinates sport operations on venue (sport equipment, sport presentation and sport volunteers). Manages relations with the 49 European NOCs and the European Games Family.

Business Administration (ADM)

Ensures the efficient and effective operation of BEGOC’s offices to enable the organisation to focus on Games preparations and delivery.

Commercial (CMR)

Focuses on securing sponsors, implementing a world-class services plan for each sponsor and a suitable strategy to support ticket sales and broadcast rights sales.

Communications (COM)

Engages, informs and inspires Azerbaijan and the rest of Europe about the inaugural 2015 European Summer Games and ensures exceptional presentation of the 2015 Games for broadcasters and media.

Corporate Services (CPD)

Manages BEGOC corporate relations and contracts with third parties and suppliers. Ratifies the conditions of contracts and controls the completion of agreements. Assists with decision-making and administrative work and controls funding and taxation for the organisation. Fulfils corporate responsibilities for local and international employees.

Finance & Legal (FIN)

Manages BEGOC’s financial position and advises on all legal aspects of the business to protect against any financial risk. Buys goods and services and manages supply to provide an end-to-end service to customers.

Games Workforce (WKF)

Manages the planning, sourcing, selection, training, accreditation, uniforms, deployment, care and retention of the Baku 2015 Games-time workforce. This results in delivery of the optimal paid staff, volunteers and contractors necessary to stage an excellent European Games.

Human Resources (HRS)

Enables Baku 2015 to attract, recruit, mobilise, engage and retain paid staff with the right skills and experience at the right time to plan and deliver the event, and leave a positive legacy in Azerbaijan.

Operational Capability & Readiness (OCR)

Supports the organisation to implement the vision for Baku 2015 as an operational reality. This includes coordinating the development of operational plans and their validation through testing and exercising; enhancing integration and Games-wide coordination; and building the right skills, knowledge and behaviours to deliver the Games and leave a lasting capability legacy in Azerbaijan.

Security (SEC)

In close collaboration with the responsible Azerbaijani Government Security Authorities, BEGOC Security will support the planning and delivery of an integrated security environment which is effective and proportionate, to ensure the peaceful celebration of the Baku 2015 European Games.

Sport Competition (SPT)

Represents BEGOC in all national and European sport forums. Builds relationships with the appropriate European sort federations. Develops the sports competition schedule in conjunction with the relevant Functions and manages the delivery of sports services at Games time.

Strategy & Projects (STP)

Provides strategic and project management-related services across the operation committee to facilitate timely delivery of BEGOC’s cross-functional interdependencies and ensure all functions and venue teams are on target to deliver their pre-Games work for Baku 2015.

Technology (TEC)

Supports the entire operation from field of play to venue back of house and head offices with technology services, from timing, scoring and results to IT and telecoms systems that deliver the tools and services needed by other functions to plan, manage and deliver the European Games.

Transport (TRA)

Responsible for all 2015 Games transport planning and operations for all client groups, including the oversight of public transport and traffic management operators to plan and operate efficient transport services.

Venue Management (VMA)

Provides operational planning, operational management and event delivery of all competition and non-competition venues. Leads, coordinates and integrates the venue teams, ensures that venue operating plans are fit for purpose and provides a secure and safe environment at every Games venue for the operational teams to deliver a successful event.

Venues Design & Delivery (VDD)

Prepares the planning and performance requirements for the delivery of operational venues including temporary construction (overlay) needs, coordinating and integrating the requirements of other BEGOC functions (departments) and sport federations, representing these needs to design and build delivery partners or contractors, and monitoring and mentoring the delivery process.

Villages & Games Services (GSE)

Plans, manages and operates the Athletes and Media Villages. Provides services essential to Games delivery, including catering, cleaning and waste at all venues, arrivals and departures and accommodation for all other client groups.
